答：我们知道，申请者面临的状况使他们对美国使馆和美国留下了不好的印象。我们也充分了解到签证处很破旧，而且太小，我们也没有足够的签证官每天与好几百名申请者充分地面谈。
其原因是中国经济的迅速增长，使更多的人获得了护照。而我们的签证工作量在美国国务院财政紧缩时极度增长；从1994年至1997年，签证面谈次数增加了227%，而签证官却一个也没有增加。这意味着每个签官除了处理其他事务之外，每人每天要面谈100-200个申请者。
工作压力并不能作为任何人态度无礼的借口，但是这一工作压力迫使我们的签证官快速地处理每一个申请，我们简直没有人力来给我们认为每个申请者应有的必要的时间，申请者们自已认为需要解释自已符合签证标准的时间就更没有了。
使馆正在努力改善这种情况，今年夏天另有3个签证官将会来京。我们也得到了扩建领事馆的基金，但这一工程尚未得到北京市政府的批准而尚未开工。
在你申请签证时觉得受到了不正当的待遇，我们的签证官和我均感遗憾。我所能说的是，在困难的工作环境下我们正在尽力，并努力改善这种状况。
