Dear Visa Officer ,
My visa application was refused again last week and I should say that the visa officer gave me a very patient interview and listened to my statement very carefully. However, he still concluded that he believes that I will not come back after the completion of my Master's degree in computer science in your country.
While I respect visa officer's job to prevent under-qualified people from entering the United States, I strongly believe that there must be a misunderstanding between the visa officer and my own personal plan. I do can prove that the visa officer's opinion that I will not come back is wrong and believe that you will give me a fair reassessment.
I sincerely hope that your visa officer take this fact into the consideration for my visa application. Your reasonable and fair reassessment is greatly appreciated.
